Individual companies (with a country-specific tax ID or whatever it is called): Yes.
Individual persons without a company: No.
This could cause problems as self-employed people in many countries don't get a tax number unless they earn over a certain amount. In some countries the amount is quite low, but in others the amount is very high, and many one-person companies wouldn't necessarily have a VAT number.

thanks for your fast reply. Probably, there were some misunderstandings with my Ovi registration process, since I actually own an individual company (the Italian "Partita IVA"), but my registration was rejected. Which is the best way to solve this kind of situations?

I am living in the UK. As a new business without a VAT registration number, can I start selling content using the Ovi Store? If so, do I use my national insurance number in place of the VAT registration number?

In the UK you register at HMRC as self employed company and ask for a Tax Form. The HMRC then send you a brown Tax form with a tax number in the top right this is 10 digits and represents you tax ID for the company.
Oh you can have a VAT ID just means you have to be limited under companies act
