is it possible to show images without the use of the class IOException in MIDP 1.0?
if not why an image must considered as an error to catch?

There are several methods can be used to create an image. MIDP 1.0 specification defines:
public static Image createImage(String name) throws IOException
Only using this one requires declaring IOException to be catched, the IOException can be caused by the following reasons:
"if the resource does not exist, the data cannot be loaded, or the image data cannot be decoded."
