I WANT TO MODIFY / ENHANCE THE CHINESE DICTIONARY WHICH IS A STANDARD APPLICATION OF MY 6108 series 40 phone.
(it is programmed to match the preferences of a chinese user but not those of a foreigner)

No it is not possible and the source code for it is not available.
My advice for you is to send feedback to Nokia of the desired improvements and modifications so that those could be taken into account when designing future devices, assuming you don't see those improvements as a business case for an application you would like to sell, but rather improvements as an user of the phone. I also moved this thread from the C++ section into here under generic device discussion.
You may also post (reply) those ideas to here and I can post those further within Nokia. So feedback is much appreciated.
Shortly, for Series 40 devices the enabler and programming interface for developers is Java (MIDP), whereas for Series 60 and Series 80 also more powerful C++ is available. Though the applications coming with commercial phones are not available in source code, there are many other examples with source code available (both for Java and C++) within the Nokia SDKs and FN website.
