Is developing an SDK equal to developing a static DLL?

I would be well appreciate if someone can help me.

I'm a fresh in Symbian OS. My boss told me to port a software developed in Windows to Symbian, and insisted that it should be delivered as an SDK. I wonder if developing an SDK is just equal to developing a static DLL?

    Thank you very much!

Dunno really what your boss is talking about, anyway usually SDK means Software Development Kit, and DLL means Dynamically Linked Library, thus they are not really in same domain at all, thus, ask your Boss again what he/she really wants.
