So, I searched google and find this document.

    --------------------------------------------------------------------------

The build process fails at .mif file creation in the S60 3rd Edition FP1 SDK KIS000497
Overview When building a project using S60 3rd Edition FP1 SDK, the build process fails at the point in which the .mif files are being generated. A Windows prompt is displayed, giving an option to debug the svgtbinencode.exe component.

    Reported against S60 3rd Edition, FP1

    Date identified November 30, 2006

    Symptoms -

Detailed description SVGTBINENCODE.EXE (a Symbian OS tool whose role in the tool chain is described in topic Compressing SVG files) has been integrated in the S60 3rd Edition FP1 SDK’s build system, in which it is automatically called by MIFCONV.EXE for every processed SVGT file.

The SVGTBINENCODE.EXE included in the SDK is a debug build version and unfortunately has some memory leaks. Thus, when the SDK has the JUSTINTIME feature enabled (see the emulator's preferences or %EPOCROOT%epoc32\data\epoc.ini), these memory leaks trigger the "just-in-time debugging" feature with the above-mentioned effects.

    How to reproduce -

Solution Make sure that the "just-in-time debugging" feature is disabled when the resource files are about to be built. Alternatively, if for some reason it is desired to keep the feature enabled, it is possible to avoid calling the SVGTBINENCODE.EXE tool by using the /X option flag in the command line of MIFCONV.EXE
    --------------------------------------------------------------------------

    And my 'epoc.ini' is...

    --------------------------------------------------------------------------

    configuration epoc_240x320.ini
    configuration epoc_320x240.ini
    PlatSecDiagnostics ON
    PlatSecEnforceSysBin ON
    PlatSecProcessIsolation ON
    PlatSecEnforcement OFF
    PlatSecDisabledCaps NONE
    LogToFile 0
    LogToDebugger 0
    JustInTime none
    _EPOC_DRIVE_D \epoc32\winscw\d
    _EPOC_DRIVE_E
    _EPOC_LocDrv_1
    MegabytesOfFreeMemory 32
    MultiMediaCardSize=16000

    --------------------------------------------------------------------------
    What should I do?
    Plz tell me the solution.

    Re: SVGTBINENCODE failed...

The simplest solution is to downgrade to a vanilla 3rd Edition SDK, without Feature Pack 1. I'm told there are other fixes, but I haven't gotten a chance to look into them.

    I find solution.

I'm Korean. So I make a Window account for Korean.
    That is reason.
Now, I make a Window account for English.
    Nowadays, It runs well.

    From SDK Docs...
    DRM Common and DRM Authenticated
The DRM Common API, used for managing protected content, files, and their access rights, is marked as deprecated in S60 3rd Edition and is replaced by the Content Access Framework (CAF) provided by Symbian OS.

DRM Authenticated API is removed, and replaced by DRMHelper API and CAF.

    Re: SVGTBINENCODE failed...

Is there any solution for the missing DRMAuthenticated.dll? I have the very same problem with the latest 3rd fp1 SDK, and the same SDK is installed to another PC and it works there...
