    Cell id and certificate

What kind of certificate I should use to get permission for application to get cell id?

I use standard example from Nokia Forum Wiki

You would require ReadDeviceData capability in this case which is not user grantable. So you need to acquire Developer Certificate to work with such capabilities.

Narrow down to this link: http://discussion.forum.nokia.com/fo...08&postcount=2

Look into .PDF given in the above link for more detailed information.

Also locate Platform Security FAQ in the S60 3rd edition SDK help for more information.

    I found: http://www.forum.nokia.com/document/...79F033CE2.html

VeriSign ACS Publisher ID and Symbian Signed account

As above + ReadDeviceData & Write Device Data, Trusted UI
Should I have "Verisign ACS Publisher ID" to get working application?

Not at this stage. You can work with Developer Certificate which lasts for 6 months. You can test application on one IMEI(device) without ACS Publisher ID.
Once you are confident and ready with Symbian Signing then you need ACS Publisher ID. However SymbianSigned has been evolving with new Certificate Authority. https://www.symbiansigned.com/app/pa...w/latestNews#9

The link you have given is not upto date, i think. Better you go with following .Pdf:
    https://www.symbiansigned.com/Develo...ocess_v2.0.pdf
