Try to use JCOP Tools from IBM (I think support is now delegated to NXP).

To develop midlet or cardlet, there is now a all-in-one tools named IzyNFC. It supports WTK from Sun and Nokia, Java Card 2.2.x and 3.0. With it you can emulate end-to-end application. It's free and some of the plugins are Open Source.

I can recommend the JCOP Tools from NXP/IBM as well. You can find there some basic tutorials to start with the development of the Cardlet:

    Hi,

JCOP is a good tool, but if I remember it is not free and is there a new version? Because I'm not sure that JCOP is often updated. So I would say that it depend on your needs. The two tools are good but to begin with cardlet IzyNFC is free and there is also a community in addition to this developer kit.

    Regards
