I would like to have some references of cheap Nokia cell phones (less than 50$) that support the AT commands.

You can look at the AT command documentation (just search for AT Command at http://www.forum.nokia.com) I don't know where you'd get a price list, certainly not on the Developers discussion board but you could try ebay.

I have no way to tell you. It doesn't just depend on the device it also depends on the operators. Look in the device specs page
    http://www.forum.nokia.com/devices/matrix_all_1.html
for your manual. Unfortunately the AT Command guide has not been updated recently.

If the phone is supported by the Nokia PC Suite feature "Connect to the Internet", then in all likelihood it supports AT-commands.

If PC Suite doesn't support the phone, it is a good indication that it doesn't fit your needs.
