i wont to Switch OFF Light...
If the client is not trusted, Light API automatically releases the reservation when the client goes to the background, and reserves it again when the client comes back to the foreground. This also implies that untrusted clients can only use Light API where CCoeEnv is available. Trusted clients have an option to disable this autoreservation feature.

    LIBRARY HWRMLightClient.lib
    *****************************
On Carbide.help -->> CHWRMLight Class Reference
    - HW Resource Manager Light API
    - CAPABILITY PowerManagment
A client is considered trusted if it has nonstandard priority defined in the internal lights policy of the HW Resource Manager. A client can be defined trusted only by S60 or a product.

You have the answer right there. The hight priority clients are defined in the firmware so, in order for your application to be added to the list you must first convince a S60 licensee (or an operator for which a variant firmware is made) that the application brings value to their phones.

In translated words , that means ...

ACS Publisher ID / TC Trust Center US$200 per annum ?

It is completely a different terminology. Check this Wiki article about Publisher ID. TC TrustCenter Publisher ID

    Re: Higher priority ...

If I would know your which is your native language I would use some translated words

    In the same English language:
    • It is not a capability or signing/certification issue.
    • Your application and its assigned priority level must be included in a file which is configured when the firmware is made.
    • You cannot add/set your application as trusted after the firmware is released.

In a more direct English: You* cannot become trusted. Find another way to solve your problem.

    Edit:
    * It is not about you as a person of course, it is your application that is "untrusted"

    Re: Higher priority ...

    Using TC TrustCenter Publisher ID
It may cost you 200$ (exclusing VAT)

    GRATIS = FREE = 0.0 US$ Price/Cost
