1st you should not be compiling PlugIn SDK code for emulator.

    from Plug-In SDK page http://wiki.forum.nokia.com/index.php/SDK_API_Plugin
    Code:
    * Question: Where can I find the WINSCW/GCCE libraries for these APIs?
        * Answer: The libraries included in this package are built at a later date that the public SDK. To speed up the release date and to avoid SDK incompatibilities it was decided that the WINSCW libraries will not be published. For the GCCE platform the ARMV5 libraries are used seamlessly.

Appears that you have not installed the plugin. Please do that and the error will go after you build when the plugin is installed http://wiki.forum.nokia.com/index.php/SDK_API_Plug-in

if you notice the path of each file in the zip, it will indicate that you just need to unzip it to the epoc folder.

    Try using the correct link:
    http://www.forum.nokia.com/info/sw.n...g-In_Pack.html

VERY IMPORTANT: This will ONLY work on FP2 devices, not FP1 devices like the N82 and N95!

the header file is in TelephonyCallInformationAPI.zip
    Download Symbian OS now! [url]http://developer.symbian.org[/url]

Quoting from the same wiki page. If you get the mouse oh SDK API plugin it will lead to the link which is mentioned above.
    Note!

This API is not part of the public SDK. It can be found in the SDK API Plug-in.
If above is not what you meant to ask..please be very clear. I would request you to read the messages in the thread so that we dont end up repeating steps again and again
