Is it possible to display SVG graphics?

I would like to display SVG graphics (in MIF files) instead of BMP files (MBM).

Is it possible to do this? Or are SVG/MIF files used only for icons?

I need to scale and rotate a picture.

    Thanks and regards.

Yes, although the SVG is always turned into a bitmap before you actually display it. Look at the AknIconUtils class and see if it does everything you want.

Is AknIconUtils only for icons? Or can be used with general purpose pictures?

When you read the word "Icon" in AknIconUtils, just blink. It can render SVG-s in arbitrary size.
CreateIconL loads the SVG (and the mask, if you use that overload), then SetSize scales it (bitmap and mask are bound together, thus it is enough the invoke SetSize on the bitmap, and the mask will get scaled too) - default size is 0, so always set something (if you are interested in the "original" size, you can get the width-height attributes via GetContentDimensions)
