with 3rd edition I have not seen anybody actualy succeeding on getting the location string from the cell, anyway, if you really need to get some human readable location string, best approach would be to get GPS position, and then find REST service which with you could get the actual address for the location.

Yes it is also possible without GPS facility in 3rd edition. But the API RMobileBroadcastMessaging is not public. That means that if you are a partner, you can access it through the Binary Access Kit. RMobileBroadcastMessaging is defined and implemented in etelmm.h and etelmm.lib, respectively. Also refer this post to know how to use it. http://www.newlc.com/article.php3?id_article=688

You can get it from symbian, if you are symbian partner.

I dont think so. Use of header and lib from Symbian UIQ platformm is not recommended, But it does not mean that it will not work with S60.

Even if you were able to retrieve such header and libs from somewhere, you would need respected .dso file for S60 3rd edition development. You should(must) get it from Symbian through becoming a member of Symbian Partner Network(SPN), which is not operational at the moment. Otherwise you could wait for the Symbian Foundation to go online.
