udp ports open for public ?

I am trying to send a udp packet from my mobile device to my server on a datagram socket.
But I am not able to send it. I am using Airtel service.

If I use the same application on my mobile emulator on my remote machine. I am able to send the message.
This seems to me that the Service provider has blocked some ports for public access. But in that case, it must have opened some as well(because I am able to stream using RTSP from my mobile device).

has anyonoe faced any problem of this sort ?
