I never used Carbide C++ v1.2, so not sure whether it support UI Designer or not. Anyway Carbide C++ v2.0 provides UI Designer and its free, so try to install Carbide C++ v2.0.

I dont quite remember, but UI designer was not available on all editions in the 1.2 carbide. Like suggested by savaj, install Carbide 2.0 which is free for all the editions.

In case of Carbide.c++ 1.x, the UI designer was part of the non-free variants only (Developer, Professional and OEM editions). While you probably have the free "Express" edition.
