    About Transmitter.C malware

NetQin Technology has reported a malware in this link. And I found that program from a website and verified its symbian certificate. I've noticed that it is an symbian certificate not a developer certificate. That is, it can be installed without any IMEI or other obligations. I want to learn that how this malware can pass the testing criteria and get the symbian certificate. Can not we rely on symbian certificate, how does symbian let this kind of publishers to develop malwares?

you could check Symbian signed for any contact address, it is very different organization than Forum Nokia, so I'm not fully aware on how they are handling their stuff..
