    Some mobile dont have this functions like "always allow" or "ask first time only".
    For example n9, e63 like that mobiles dont have this functions. They have only "Not Aollowed" or "Ask Everytime".

    As a sidenote - in this case (adding contacts in the phonebook), on certain devices, signing will do no good for you

    If you are talking about the fact that you need to change the settings manually after the installation - that is true.
    Also it is true that after signing you might not get "always allowed" access to all functionalities.

    Can i pay for every testing in java verified?
    If my application was failed after testing, Can i pay for re-testing in Java verified?

    If you use Java Verified, you will need to pay for every test and every re-test. If a test fails, you will need to pay again.

    Is it possible to get the certificate without testing from Java verified?

    Yes, you buy a code signing certficate from Verisign or Thawte. (the phone you are installing your MIDlet on has to have the certificate you are using)
