    After the last Ovi Publish release, some publishers' content was affected by what we call the "Limbo" effect. This happened because content submitted prior to the Ovi Publish release wasn't QA-tested until after the release. The release contained new mandatory metadata for each content item. The content "failed" because it did not contain that metadata. We realize this inconvenienced publishers who were caught in limbo.
    No idea what 'last Ovi Publish release' means - what date was that?

    IMHO not yet. AFAIK, the problem will occur only after the new metafields go online!
