Can I use the UIDS from symbiansigned.com to submit the SIS files?
What's the different between Nokai assigned UID from Symbiansigned.com UID?

With Symbian Signed UIDs, you need to have the app signed yourself via Symbian Signed. With a Symbian Signed app with your own UIDs, you have no redistribution restrictions (you can use any channel you wish).

With Nokia assigned UIDs (once you receive them), Nokia will sign the app for you (via Symbian Signed) for Ovi Store, and you cannot redistribute the app that Nokia signed for Ovi Store, using any other channel besides Ovi Store.

One UID is used by one app only?

Yes, one app, one UID, and don't reuse the same UID for other apps; there're enough UIDs for all the apps in the world and then some.

I think you may ask Nokia for more UID's (it makes more sense to do so once you have your themes published already).

Getting UID's (those in the protected range) and signing an application through Symbian Signed is possible if you have a Symbian publisher ID (you need a company and it involves some costs).

magine, please note also that themes are not that easy to publish: In order to submit ringtones, wallpapers, themes and video clips for distribution through Ovi Store, you must request Nokia to grant you a "Premium Status". To do so, when you have signed up on http://publish.ovi.com go to the support tab and select the "request Premium Status" link in the contact form.

To my understanding, at least some kind of a media/copyright insurance is pre-requisite for becoming a "Premium" publisher on Ovi Store.

Yep. Media insurance cover must be 1 million USD AFAIK.

Said to cost 6000€ a year or so.
