"Promote to article" - what it does/should do?

After a long time of hesitation (and checking it on the vBulletin site), now I dared click on it. Then I got a "wizard_hu_ you do not have permission to access this page" page, which was not exactly what I expected.
(I am not sure who sees such button, but I have a "Promote to article" command available for every single post in the DiBo regardless of being moderator on the given board or not.)

I have tried to promote this as article : QML + QtMobility: proper way to access sensor API

    Same answer I got :

rahulvala, you do not have permission to access this page. This could be due to one of several reasons:
Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

    Best regards,

This works only for the community home page administrators. For our new community home page. I didn't think it showed up for other moderators.

I have this option everywhere, regardless of my status in the given board. Private boards, archive, etc. are no exceptions either.

I found a discussion on the vBulletin site, and based on it I assumed that "Promote to article" will simply do some copy-paste work to the Wiki.

Wasn't it there for a year? If it is new then I need to fix it.
it isn't for Wiki, it is for the community home page here.
