Can not establish faster connection than 9.6K via modem via IPAQ - Why?!

We are running Nokia Card Phone 2.0 v1.13 for WinCE on an IPAQ. We are connecting through an MS RAS on a PRI ISDN channel.

The issue is that we are not able to establish a connection any faster than 9.6K or through ISDN options on the Nokia card phone. The data card we have is activated to support 28K, is anyone aware of whether we need to make configuration changes to the RAS to allow this?

We have here a similar situation with V110 and V120 on Win2K. The solution is quit simple, the AT-settings AT+CBST and AT+CHSN Nokia use as default are wrong. If you compare the defaults values(shown in FAQ or in your init-string) and the value suggestet by the AT-Command help-file you see the differences.
    f.e v110 28k8
    Nokia default:AT+CBST=81,0,1
    correct Value:AT+CBST=80,0,1

In a Citrix Metaframe and W2K project we have observed a similar situation.
But first: Cardphone does not work with W2K proffesional SP2 (It's ok without SP's or with SP1). Any remedies to solve this?

    Second:
The information in W2K indicates high speed (e.g. 28.8) but when pinging the metaframe server, the results are the same as with a 9.6 communication using a single channel mobile phone with com connection. Will these changes suggested above increase the speed in our case?
