All devices which support web TV, means 3G supported devices.

Welcome to the Nokia Developer discussion board, as this DiBo concentrates on development related issues, you might find more end-user problems related Dibo better suited for your query. Here's link for one: http://discussions.europe.nokia.com/

Depends on what you mean with "TV", as there are so many different ways you can think of "mobile TV".

Some Nokia models or accessories allowed reception of DVB-H (Digital Video Broadcasting - Handheld) television broadcast signals, but the DVB-H technology never really took off, and is now more or less dead (at least as a worldwide technology; there might still be some areas where someone is still using DVB-H broadcasting, but as there are very few devices capable of receiving it, I suspect they won't be there for very long).

Nokia has never had phones that have support for receiving analog TV signal, nor terrestrial, satellite or cable broadasting signals (such as DVB-T/DVB-T2 or DVB-S, or DVB-C, and whatever technologies are used in or outside Europe, e.g., those mobile television technologies used in, e.g., Japan or South Korea).

Nokia has support for various audio and video streaming technologies, and many television channels support those as "web TV". That is, they publish their television programs online (on the internet) for viewing. Some might also even stream the actual broadcast transmission more or less simultaneously. Such "mobile television" programming you can watch, if your phone supports the video/streaming technology that is being provided, but there's no universal standard that "everybody" supports (some offer streaming using Microsoft Windows Media technologies, some use Real Video, some more standardized formats, or other proprietary formats such as Flash Video, etc.).

The N96 provided quite good experience and even have a nice recording feature. Few other mobiles also has built in mobile TV module:
    Nokia - 7710 (experimental DVB-H version) N92, N77, N96, Nokia 5330 Mobile TV Edition (DVB-H)

In countries where there is still broadcast, the most recent phones support Nokia SU-33W (External Bluetooth DVB-H receiver), provide compatible with some of the Symbian 5th edition devices, meanwhile there is a headset for some of the S^3 models.

As far as I know the permission is independent from the device. In most countries if one pay the fee for the home TV set, that allows the personal usage of the mobile TV. Other countries have pay mobile TV channel.

However DVB-H never really took off globally. Only some countries have limited DVB-H networks, even fewer changed their operation from experimental mode to actual production use, and in some countries they've already been shut down in either case (experimental or production). I don't know which countries, if any, still have operational DVB-H networks, and what kind of use they are in (experimental or commercial, and how many and which channels, and whether the channels are also broadcasting otherwise in the country, or if they're only for this particular network technology).

DVB-T2 is supposedly replacing the DVB-T use, and at the same time also a replacement for DVB-H, but I'm not sure how widespread DVB-T2 is already. One things is sure: Nokia has no DVB-T2 capable handset models.
