Is it possible for an application to turn NFC on?

Before trying to communicate via NFC one must check if NFC is enabled. The
application example at [1], when NFC is not enabled asks user to go to the
mobile's connectivity settings and check it. Can't the application just turn NFC
on, upon user permission, just like it's done when an application wants to
connect to the internet? Does support for doing that way exist?
I'm interested in both Symbian^3 and Harmattan solutions...

With Symbian it is possible to put ON/OFF by application, if I remember you need native Symbian API, you can create a suport request to Nokia developer site (https://www.developer.nokia.com/Resources/Support/)
