How and with what API are you displaying the map ? And why wouldn't you simply use the Maps API in the WP8 SDK ?

May be you should give more details. But, I think you are using two containers, which is why you are not able to view the map in fullscreen. If you want non-static map, you should add DomListeners to different events(such as click, zoom-in, zoom-out).

Unfortunately this (mixing the HERE Maps control already in the Windows Phone 8 SDK and Google Maps) is explicitly excluded in the terms and conditions of the Windows Phone Map Control - there is a clause which states you cannot:

Besides which why would you want to use a Tile Map Service and deliberately use bandwidth to download tiles (of a fixed resolution) when you can use the on-board vector-based maps which wouldn't require an Internet connection, and which would appear sharper on the screen anyway?

If you really wanted to do this (and do it legally) you would have to develop your own Windows Phone 8 wrappers for the Google Maps REST services and start from there.
