There is no Windows 7 or Windows 8 Nokia device!! (Yes Windows Phone 7/8 exist.) If you notice in https://developer.nokia.com/Devices/...pecifications/ And use the drop down of basic filter, you will see the various operating system and their versions that Nokia device support. If you pick any device, there you will see what OS it is based on with links to the SDK, IDE, etc. Now when you have installed that SDK and IDE and compile your application, you get an installable which is put on the store. Now your question is too broad (you can do some basic reading around regarding devices and their OSes and then ask something specific.

And no single app(of particular binary) can be expected to run on all Nokia smartphones (this fact you will notice if you follow the link above and see how devices differ with various criterias.

If on "Nokia Builder" you mean "Nokia Xpress Web App Builder", http://xpresswebapps.nokia.com/, that aims devices from the Series 40 (and Asha) family. Technically you get a .jar/jad file, which is actually launching the Web browser of Series 40 / Asha devices with the given Web App. There is no magic involved, like compilation anything to binary format.
You can find more about Nokia Asha / Web Apps from the Develop "menu" above. Also, there is a separate discussion board, http://developer.nokia.com/Community...-Asha-Web-Apps
