How to get image thumbnail using ICL

Anyone knows how to use the ICL to get the thumbnail of one image? I tried CImageDecoder::Convert() function, but seems the convert() function only supports thumbnail decode with some proper ratio, 1:2, 1:4.
I want to find some way to get the thumbnail for any images with different resolution, but the PhotoAlbum class is deprecated.
    Any idea? thanks

The forum has lots of discussions about thumbnails in 3rd edition. SDK also provides some APIs for that, but seems they are not very stable, so at the end, I still use the ICL way.
