Symbian OS is the core, underlying operating system & provides functions for tasks related to such (process creation, file system access, memory allocation, object creation, etc.).

Series 60 provides a user interface framework and a set of related applications that builds on Symban APIs.

If you download a Series 60 SDK from http://forum.nokia.com/series60 and look into the API references for Symbian and Series 60, you'll see whatever is documented/available as far as APIs go.

Besides Series 60, there are also other user interface frameworks on top of Symbian; Series 80, 7710 (formerly called Series 90) and UIQ.

S40 (not based on Symbian), then S60. You can ignore S80 (and S90/Series 90) as there haven't been any S80 (or S90) devices made for last few years. Note that there are also different versions of S40 and S60.
