I have seen that S60 3rd Ed phones like N91, 3250, N80 etc supports Security and Trust Services API (JSR-177).

    Re: SIM card

If you need to access the sim card using the SATSA API optional package APDU or JCRMI, those are not implemented on S60 3rd edition devices. The SATSA implementation on those devices support PKI and CRYPTO.

    Re: SIM card

There are some recently announced Series 40 phones (7373 and 5300 for example) which have APDU implemented.

    Re: SIM card

The only Nokia devices supporting SIM card access are Series 40 3rd Edition FP2 and 5th Edition phones (including 5300, 630, etc.)
No support for SATSA-APDU (the package needed for this) on S60 platform yet.

Also note that you need to sign your MIDlet in order to get access to the smart card (SAT access requires operator signing). Also all the commands you want to send to the smart card needs to be listed on the smart card itself (so the smart card has to be specifically prepared.

JSR 180 SIP API is supported from S60 3rd Edition onwards and currently SATSA - APDU is supported in Series 40 3rd Edition Feature Pack 2 devices and Series 40 5th Edition devices. I have not came across a device that supports both.
You can see the device specifications here http://www.forum.nokia.com/devices/matrix_all_1.html
