    HI


    can we write j2me application(using midp1.0) that blocks the calls
    from certain numbers that are already stored in memory of device

    no my dear you can not stop any call from any number using J2ME.

    No, it is not possible, neither for the no. which is stored in the memory of the device nor for any new incoming no.
    For any device call is set as the first priority than the application.
    So before the application can do any thing call is recevied.
