    conflicting information...

    Hello. The two paragraphs below exist in the S60 3rd Edition SDK Documentation files:

    ---------------------
    The system capabilities are subdivided into three sets

    a basic set (PowerManagement, ProtServ, ReadUserData, SurroundingsDD, SWEvent) for which a developer certificate is granted, subject to registration. The developer certificate can also be used to sign applications which require the user capabilities (ReadUserData , WriteUserData, NetworkServices, LocalServices, UserEnvironment and Location) which means that the user will not be asked to grant them at installation or run time.

    those system capabilities which are sensitive and require registration to include a valid ACS Publisher ID to guarantee an additional level of trust beyond that required to register for a standard developer certificate (ReadDeviceData, WriteDeviceData, TrustedUI)

    a highly sensitive set which require approval from the manufacturer of the phone on which you intend to deploy the application (AllFiles, CommDD, DiskAdmin, DRM, MultimediaDD, NetworkControl, TCB). You will need to go through a review process with the manufacturer due to the sensitive nature of these capabilities.

    which shows the AllFiles capability under Symbian Signed section instead of Manufacturer approval!

    So, which is it?

    Put in another way, I need the AllFiles capability; how do I get it for my application?

    AllFiles requires Phone Manufactuer approval. During Symbian Signing SymbianSigned will verify with the phone manufcacturer whether your are aproved for the phone manufacturer capabilities you are requesting. So you will have to state your business case for AllFiles capabilities in front of the manufacturer. For a devcert you can just submit it through symbiansigned.com. During the process you can select that you need phone manufacturer capabilities, which in turn then asks you a couple of more questions about the capabilities you are requesting and for what reason. After that you will probably be conctacted by the manufacturer, and if all goes well you get your developer certificate.
