When creating a basic dll Symbian project, the wizard insists on creating a sis folder (or similar) for the resulting sis file.
However, there is no reason for this folder to be mandatory, as a lot of dll's will be packaged with in an application sis file, not being shared dll's.
Further, the folder can later be deleted from the project, so it isn't that necessary.
I haven't checked whether the project while building does something with the now non-existent sus folder and .pkg file
