The DevCertRequest tool is a windows hosted tool for creating a file that can be used to request Developer certificate from

The user enters details about the certificate to be created into the tool, which then produces a *.csr file which can be uploaded to the Symbian Signed website to request a certificate.

The tool can be downloaded from here: Symbian DevCert Request Tool for Windows as a stand-alone application.
