The VoIPAudioServiceAPI package (from the SDK API Plugin package) application may list iLBC as one of codecs present on the device. To ensure that the codec is really present on the device, see Codecs for useful information before proceeding to use the codec.

How to reproduce

Install the VAS example application and try to list the existing codecs, that is, both the uplink and downlink codecs. Observe that iLBC might be listed. You will also be able to set the codec using the VoIPAudioServiceAPI which seems to accept it but it will not be working as expected because the codec might actually be missing from the device.

If the device does not list a codec, the reason is explained here: Codecs. Find out the list of codecs supported by the device before trying to use them directly.
