I wanted to edit this more, but before I do so, can you tell me how you define "Pivot item"? According to Dev Center a "PivotItem is the container for items in the Pivot control. ". Looking around I see Pivot and Pivot control mentioned but it doesn't look like this. So it looks like you've redefined the terminology. That is a problem because no one will expect what they see here.
I think this is a type of list with a drill down, which is quite a different thing. The style is not very "windows phone" with the arrows and the back button - note that on WP you'd use the back arrow for this on the phone itself.
So once that is sorted, can you please explain why it is valuable to have an item that opens a usercontrol - as compared to opening some other object? This needs to be explained in the introduction.
In general terms, having the "complete code" shows too much to digest - and if it can be avoided is a good idea since this code is provided in the zip (thanks!) can you just show the relevant bits of code which control the interactions between the list and the drill downs? Might be worth creating headings to help you design this "Creating the list", "Linking list items (drilldown screens) to the list" etc.
